The Naval Air Systems Command (NAVAIR) intend to award a Firm Fixed Price (FFP) type contract with The Boeing Company (CAGE 76301) of ST. Louis, Missouri 63134 (Boeing) for Infrared Search and Track (IRST) IRST Senseor Assmbly (SA) Maintenance Training Mock-up devices. This contract action will be to procure two IRST Senseor Assmbly maintenance training mocku devices, commonly referred to as the IRST Mockup, for the Center for Naval Aviation technical Training Unit (CNATTU). This includes a Sensor Assemblt Structure(SAS) and the necessary Weapon Replaceable Assemblies (WRA)s to populate the SAS alone with all cabling. All necessary Support Equipment(SE) to support the trainers will be procured with this effort.
The procurement is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufactureer, and integrator of the F-18 aircraft in its various configuration, and is the only source with the technical data, knowledge, and expertise necessary to accomplish this effort in the time fram required.
