1. Contracting Activity.

2. Description of Action.

The nature and description of this action (justification) being approved is for a follow-on contract to the current Aeronautical Text Production and Source Processing contract HM157518C0002 performed by Leidos, Inc. This effort encompasses several related requirements and provides NGA the required Aeronautical Product Finishing, Aeronautical Product Dissemination and Data Packaging, Aeronautical Source Packaging Service, Aeronautical Source Support, Aeronautical Data Translations, and Source Acquisition necessary to execute its mission requirements. Leidos, Inc. is the only capable source of fulfilling the requirements in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

3. Description of Supplies or Services.

NGA/SFA requires the continuation of the services that are being delivered under the current Aeronautical Text Production Source Processing System contract that is required for Aeronautical Product Finishing, Aeronautical Product Dissemination and Data Packaging, Aeronautical Source Packaging Service, Aeronautical Source Support, Aeronautical Data Translations, and Source Acquisition. The period of performance for this proposed effort is as follows:

BASE YEAR - 18 NOVEMBER 2022 – 17 NOVEMBER 2023

OPTION PERIOD 1 - 18 NOVEMBER 2023 – 17 NOVEMBER 2024

OPTION PERIOD 2 - 18 NOVEMBER 2024 – 17 NOVEMBER 2025

4. Authority Cited.

The proposed action may be awarded without full and open competition under 10 U.S.C. 2304(c)(1) as implemented in FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited.

This sole source award is for the continuation of the services currently provided by the Aeronautical Text Production Source Processing Service contracts. Recent market research has demonstrated that Leidos, Inc., the current incumbent contractor on this effort, is the only vendor that can successfully meet all of the requirements outlined within the SOW.

NGA has the requirement to provide Aeronautical safety of navigation, source materials, data and products in support of the DoD mission, including combat, logistic and humanitarian operations. Aeronautical Safety of Navigation production requirements, timelines and deliverables are critical to all DoD flight operations worldwide.

NGA is the provider of instrument approach procedures and associated data for worldwide airports and other services to DoD operations supported through NGA’s mission. NGA’s FLIP production cyclic schedules support all DoD flight operations, including flights for intelligence gathering, military operations, training, diplomatic missions and humanitarian efforts.

Leidos has built and maintained ASPS for over 10 years under previous contracting efforts (GGI contract (2009-2013), GDS contract (2014-2017), Aero Text (2018-2022)). Regarding the ASPS contract awarded to Leidos in 2014 as part of GDS, the requirement was competed but Leidos was the only Offeror that submitted a proposal. Leidos was then awarded the Janus Aero Text contract in 2017 under a sole source award after market research found Leidos as the only contractor with a fully functional and operational source process service / production tool that meets NGA’s source processing, metadata standards, and network security requirements.

Based on this significant investment of effort over the past decade, Leidos has not only attained specialized expertise in the area, it has also developed services uniquely capable of enabling the agency to execute its aeronautical support mission requirements. Another company would have to undergo extensive research, development and integration to reach the same level of expertise and produce a similar functionality and operational source processing service/production tool that meets the agency’s current requirements.

Leidos has also demonstrated its ability and proven expertise in the development of short and long-term solutions to assist NGA and the DoD in addressing critical gaps and emerging mission needs for Aeronautical services necessary to accomplish the Aeronautical worldwide mission.

A new vendor would require a transition period before they could acquire a 100% capability standard to continue the FLIP Text Production and source processing service requirements. Before ever performing on the contract, the new vendor would have to purchase, setup, test, integrate and maintain hardware systems, configure software (NGA does not provide or dictate the software to be used), initialize the databases and initialize digital Quality processes to ensure that they can transition to full operational capability. NGA conservatively estimates that this would entail in excess of $5M of development/implementation costs and 1-2 years of effort before another contractor would be prepared to assume any responsibility. Services in support of the NGA production are separate costs.

Furthermore, the results of prior competitions and recent market research demonstrated that no other companies had – or are likely to have without considerable agency investment of time and resources – the tradecraft experience or specialized software and hardware to be able to successfully support NGA’s aeronautical mission support requirements. Therefore, not only does the agency estimate that the investment necessary to enable another company to compete with Leidos for this requirement would result in a substantial duplication of cost that would not be recoverable through competition, market research indicates that few, if any, companies would even be able to fulfill the total requirement.
