The U.S. Army Corps of Engineers, Kansas City District will solicit and award a contract for Renovation and Modernization of AIT Barracks Buildings 1012 and 1013 at Fort Leonard Wood, MO. The Government proposes to issue a firm fixed price construction type contract award for this project. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow up information requested.

The purpose of this Sources Sought Notice is to determine if there are Small Business contractors available to provide adequate competition to compete and perform a firm fixed construction type contract award.


Prior experience with construction of projects with similar scope and cost range is required.
The magnitude of this project is between $10 million and $25 million.


The scope of this contract includes but is not limited to the following:


This project involves renovation and modernization of two BCT type barracks into AIT type barracks at Fort Leonard Wood, MO. All construction shall conform to the most current editions, and all design documents refer to the most current editions of the applicable regulations codes, and requirements.


The work includes selective demolition and replacement or renovation of existing construction, and new construction of building additions, at existing barracks buildings, and incidental related work. Building(s) will not be occupied during performance of work under this Contract.


Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.


Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.


The construction will comply with all current force protection guidelines and standards contained in the most current edition of UFC 4-010-01, Minimum DOD Antiterrorism Standards for Buildings. This project is designed to achieve a LEED v4 Silver rating. The construction contractor shall be responsible for Submission (Uploading) of LEED documentation and completion of the Construction Preliminary Review, and the Construction Final Review in USGBCI. Should there be a Construction Appeal Review, the construction contractor shall be responsible for compliance with all requirements for documentation from the USGBCI.

As part of the construction contract, the Contractor will participate in third party whole building commissioning per UFC 01-200-02, ER 1110-345-723, and total building commissioning services in accordance with USGBC, LEEDv4. The Commissioning Firm shall serve as the Government Commissioning Agent for the entire project and guide the commissioning process. This scope is being issued to achieve whole building commissioning, meet third party verification following LEEDv4, and requirements of a variety of Unified Facility Codes (UFC). The goal is to have the project USGBCI validated and meet total building commissioning requirements. The construction contractor will perform all required testing during the construction phase commissioning requirements lead by the commissioning authority.

• Contractor must be able to bond $25 M per Contract minimum.


• Contractor must be able to execute two buildings simultaneously.


• Contractor must be able to employ and manage multiple trades for executing two buildings simultaneously.


• Contractor must provide business size (large or small) and socio-economic status (if applicable) and primary NAICS code.


• Short summary of prior experience executing construction projects with estimated values in excess of $10M involving renovation and modernization.
