Jefferson County, Missouri (hereafter, “County”) does not currently have a masterplan developed for safe bicycling and pedestrian accessibility. The County seeks the services of a Consultant to develop our masterplan. The purpose of this masterplan for bicycling and pedestrian pathways is to provide a comprehensive and interconnected network of safe, accessible, and convenient routes for alternative modes of transportation, to that of motorized vehicular travel. This network should link community assets together, such as populated areas, schools, public parks, commercial business areas, and other key destinations within the County. The goal is to create a more livable, sustainable, and healthy environment that supports active modes of transportation, reduces traffic congestion, reduces reliance on motorized transportation, improvements in air quality, and enhance the quality of life for all residents and visitors.
