Project Title: Air Filters

The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Logistics Support Center has a requirement to replenish stock of spare 100 filters with metal frames, 100 filters with fiberglass, 400 filters. Kansas City Air Filter is a sole manufacturer for very unique filters required to clean, cool and protect vital mission critical electronics inside radar shelters. It is not possible to substitute the sole source of these filters because they are part exclusively to NOAA and are proprietary part numbers. This filters must be supplies or service must be compatible in all aspects (form, fit and function) with existing systems or equipment and the source uniquely qualified to meet the requirement. Re-accomplishing the entire qualification/vetting process would be at a significant cost to the government and NEXRAD Severe Weather Radar systems would be unavailable during this period. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source.

The North American Industry Classification Code (NAICS) for this acquisition is 333413, Industrial and Commercial Fan and Blower and Air Purification Equipment Manufacturings with a business size standard of 500 employees.

The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Alexyss Ermert, Alexyss.Ermert@noaa.gov, should a solicitation be issued.

All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 11:00 AM EST on May 15, 2023. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. All contractors doing business with this Contracting Office (Eastern Acquisition Division – Kansas City) must be registered with a valid Unique Entity Identification (UEI) number with the System for Award Management (SAM) website.
