Description

"This is a notice of intent to sole source a procurement under FAR Subpart 8.4 Federal Supply Schedules and FAR 8.405-6(a)(1)(i)(B) - soliciting from a single source." This requirement is for Basic Life Support Health Care & Professional Rescuer Student Textbooks, Basic Life Support Health Care, & Professional Rescuer Instructor Resource Kit and Instructor Renewal Fee provided by The National Safety Council, 1121 Spring Lake Drive ITASCA , IL 60143-3201. The applicable NAICS Code is 611699 All Other Miscellaneous Schools and Instruction.



FAR 8.405-6 states that orders placed or BPAs established under Federal Supply Schedules are exempt from the requirements in FAR Part 6. However, an ordering activity must justify its action when restricting consideration. The National Safety Council represents a single resource that satisfies all necessary training requirements with the highest fidelity. In the past we have explored potential partnerships with other companies, however, these programs lack the breadth and depth required of a first responder. The Military Police School has trained its instructors and tailored lessons to the materials provided by NSC and they are essential to continuity and to avoid gaps in training.



The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(a)(iii), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”



This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
