Clarence Cannon Bushing Supply Contract
This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or make a contract award. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal, quote, or invitation for bid. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that are interested and capable of providing the supplies and materials indicated. PROJECT INFORMATION
The U.S. Army Corps of Engineers (USACE), St. Louis District, is seeking businesses that are interested in and capable of providing high and low voltage transformer bushings in addition to transformer instrumentation and monitoring equipment to Clarence Cannon Dam located on Mark Twain lake in Monroe City, MO. This contract is anticipated to be a Firm-Fixed-Price Supply Contract.

Period of Performance: Delivery within 252 Calendar Days from Contract Award
PROJECT DESCRIPTION
This is a supply contract. The work covered by this contract consist of furnishing and delivering seven (7) total transformer bushings and transformer instrumentation and monitoring equipment for Clarence Cannon Dam, Monroe City, MO. Contractor shall supply 1 high-voltage neutral, 3 high voltage, and 3 low voltage transformer bushings. Bushings must be direct replacement for existing transformer bushings. Procurement shall also include purchase and delivery of Pressure Relief Device and Discharge Piping and optional instrumentation and monitoring equipment.

2. Please provide descriptive materials (brochures, illustrations, drawings, data sheets, etc) for the following products demonstrating that they meet the requirements listed. Descriptive materials may include but not be limited to copies of manufacturers catalog cut sheets, specifications sheets, manufacturer certifications, and warranty information. Failure to submit adequate supporting documentation may result in vendors being deemed not capable of furnishing the required supplies. Responses shall detail what supplies would be provided as the prime contractor and what supplies would be provided by subcontract and to whom.
Descriptive Materials should be submitted for the following Items and demonstrate products meet the associated requirements indicated below:

High Voltage, High Voltage Neutral, and Low Voltage Bushing
- Bushings conform to IEEE C57.19 00 and IEEE C57.19.01.
- Power Factor of each bushing must meet requirements of IEEE C57.19.01 Table 6.
- Of recent manufacture and of type and style currently being manufactured.
- Manufactured so there is no stressing of any part due to temperature changes and have means to accommodate conductor expansion.
- Bushing manufacturer test results in accordance with IEEE C57.19.00 and IEEE C57.19.01 must be submitted.
- Demonstrate that Bushings can be direct replacement of existing of equal dimensions requiring no field modifications for installation. See attachment 1 for drawings of existing bushings.
- High Voltage Bushing: Insulation Class 69kV; BIL Rating 350kV; Min Current Rating Amperes 800A; Bottom Connected; Resin Impregnated Synthetic (RIS) Bushing; Direct replacement for GE Type U Bushings, Reference Drawing 3946B536
- High Voltage Neutral Bushing: Insulation Class 25kV; BIL Rating 150kV; Min Current Rating Amperes 800; Bottom Connected; Resin Impregnated Synthetic (RIS) Bushing; Direct replacement for GE Type U Bushings, Reference Drawing 3946B357.
- Low Voltage Bushing: Insulation Class 25kV; BIL Rating 150kV; Min Current Rating Amperes 4000; Thermal rating Degree C Temperature Rise of 125; Direct replacement for GE Type U Bushings, Reference Drawing 3946B157.

Pressure Relief Device and Oil Discharge Piping
- Self resetting, mechanical type high flow design to automatically relieve internal pressure and to protect the tank against rupture due to arcing.
- Capable of 12,000 cubic feet per minute flow rate at 15 pounds per square inch.
- Dual spring-loaded valve
- SPDT switch with contact rated fro 10 A @ 125 Vdc
- Equipped with a semaphore-type visual indicator and alarm contact suitable for operation on a 125 V de ungrounded circuit.
- Provide oil discharge piping for directing the gas and oil discharged from the pressure relief device to the base level of the transformer tank into the transformer vault
