Description

The United States Army Corps of Engineers, Kansas City District (USACE-NWK) seeks sources for assistance in developing the technical scope of work (consultant) to upgrade the audio visual (AV) systems in its Emergency Operations Center (EOC) within the Bolling Federal Building, Kansas City, MO 64106. The consulting firm will also provide technical advice in the evaluation of proposals if a separate contract to execute and implement the upgrade is pursued. The Government proposes to issue a firm fixed price type contract award for this project. THIS SOURCES SOUGHT NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM RESPONSES TO THIS ANNOUNCEMENT, NOR DOES IT OBLIGATE THE GOVERNMENT TO PRODUCE A SOLICITATION IN THE FUTURE. ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY AND NO MONETARY COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION OR FOLLOW UP REQUESTS. The purpose of this Sources Sought Notice is to obtain insight into the interest, capabilities and qualifications of small business firms to perform this work and to determine if there is adequate competition.



NWK would like the AV consultant to provide the following services:



A. Preliminary System Design

1. Provide the professional services and personnel needed to conduct an on-site Mini-Charrette with Owner representatives to become acquainted with and further develop the project requirements and to offer preliminary recommendations for upgrades to the audiovisual systems in the EOC.

2. Preliminary design of AV presentation system upgrades, as determined from the initial meeting.

3. Preparation of a brief report describing the system upgrades.

4. Preparation of a preliminary opinion of probable system cost including the cost of system equipment, materials, labor, and markup by a systems installation contractor.

5. Recommendations regarding any required modifications and/or additions to the conduit raceway and/or electrical power supply systems for the proposed upgrades, but not including engineering specifications for the conduit or electrical power supply systems.

B. Detailed System Design & Support

Location: Main Conference Room, Small Conference Room, Lobby.

1. Update system hardware & computers to current technology including off-network system (Jupiter Computers) for outside data sources.

2. Increased system stability & reliability, assure CorpsNet compatibility.

3. Replace analog systems & connections with all-digital (computer connections, etc.).

4. Update monitors/brackets on side walls.

5. Add Teleprompter monitor visible from lectern.

6. Evaluate VTC needs, provide appropriate VTC solution, remove/replace existing.

7. Replace desk microphones w/ ceiling-mounted mics.

8. Replace UPS & power supplies.

9. Webcams added to system.

10. Update lighting and system controls & presets.

11. Update video display configuration presets (schemas).

12. Develop cabling solution to allow rapid reconfiguration of furnishings (pods, rows, open), reduce existing cabling if possible.

13. Remove old unused tech from system (35mm networked projectors, VCR, etc.).

14. Incorporate Bluetooth technology in new/existing systems.

15. Update phone system, assure Star-phone operability.

16. Soundbar configuration recommendations using Government equipment available.

17. Upgrade controller(s) and operability for video monitor band.

18. Preparation of drawings and technical specifications fully defining the system upgrades. These documents will be suitable for receiving competitive proposals for installation.

19. Preparation of final design opinion of probable system cost including the cost of equipment, materials, labor, and markup by a systems contractor.

20. Answering of bidding contractors’ questions prior to the award of a contract and recommendations relating to the award of a contract for the system installation.



C. Installation Support

1. Review of system shop drawings and related submittals.

2. Response to requests for information regarding coordination issues, installation procedures, changes required by differing field conditions, and other matters relating to any recommendations provided or any systems designed by the Acoustical Consultant.



D. System Commissioning

1. Direction of the final system tests and adjustments, and the equalization of the installed audio-visual systems.

2. Preparation of the layout and functional descriptions of any custom touch-panel user interface screens.

3. Instruction of the Owner’s personnel in the proper operation of the systems.

4. Review of maintenance manuals and preparation of simplified and concise system operating instructions for inclusion in the manuals.

5. Revision of the system drawings to indicate conditions of record.



The applicable North American Industrial Classification System (NAICS) codes and applicable size standards include but are not limited to: Engineering Services 541330, and $22.5M.



You are invited to respond to this sources sought notification, with your response to include the following information:



Business name, address, CAGE code and Unique Entity ID (UEI); and Point of Contact including name, phone number and email address responsible for submission. Company size (Small or Large), in accordance with the NAICS. If a Small Business, specify if your company is any of the following: (a) Service-Disabled Veteran Owned Small Business (SDVOSB); (b) HUB Zone Small Business; (c) 8(a) Small Business concern; (d) Woman-Owned Small Business; etc.



Prior Experience. Examples with summaries of past performance on a minimum of (2) two projects involving AV System Design Consulting, Technical Review of Proposals, Installation Support, and AV System Commissioning within the last (7) seven years by including as much of the following information as possible: 1. Dollar amount of the contract; 2. Duration of the contract; 3. Brief description of the technical requirements of that project; 4 Description of the work that was performed and whether it was self-performed or performed by a subcontractor; if performed by a subcontractor, identify subcontractor.



If a response does not clearly demonstrate that the respondent meets the qualifications, possess the necessary skills, experience and capability, the response will not be considered as confirmed capability for the purposes of market research which will be used to support procurement planning initiatives.
