Contract Opportunity

Under Statutory Authority 41 U.S.C. 1901, the United States Department of Agriculture, Farm Production And Conservation - Business Center intends to award a sole source commercial item firm-fixed price contract to K.C. Envelope Company, Inc to furnish: #10 (4-1/8 x 9-1/2) Special Double Window; Diagonal Seam; 24lb white wove w/Black Security inside tint; regular gum.

Though commercial in nature, the design is not a specific marketplace standard design with quantities supplied in small runs at ad hoc periods-based solely on the USDA’s varying amounts. K.C. Envelope Company already possesses the unique die templates utilized in the production of theses custom envelopes. In addition, the envelopes contain a special type of glue that does not disintegrate when exposed to the Kansas City heat and humidity environment. The envelope was specially designed unique to meet FPAC-BC/FSA’s Government need.

The envelope is utilized as a standardized envelope across these agencies formatted as one envelope lay out and size. The custom product meets all key performance specifications, and the key benefit is providing the Government with one standardized envelope that meets the needs for all mailing requirements for this agency.

This acquisition is conducted under the authority of 41 U.S.C. 1901, Simplified Acquisition Procedures as implemented in FAR 13.106-3(b)(3)(i), only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm fixed price Blanket Purchase Agreement for 60 months of performance. The NAICS Code is 322230 Stationary Product Manufacturing, business size 1000 employees.

This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this notice via email to the Contracting Officer by 2:30 PM (EST) 2/2/2024.

All information submitted should support the offerors capability to provide the product required and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award. If no responses are received, the Contracting Officer will proceed with the sole source award to K.C. Envelope Company.
