Description



The Missouri National Guard is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, FAR 13, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; capability statements are being requested and a request for quote will not be issued under this solicitation.



The government is looking for qualified companies to provide fully prepared meals to the Missouri Army National Guard at Camp Crowder, Neosho MO 64850. Blanket Purchase Agreements (BPA) will be established with companies that have a history of successfully providing quality meals under a contract action at a fair and reasonable price, and are capable of meeting the minimum menu standards in Exhibit 1. Meals are to be prepared off site, then delivered in buffet style packing, bulk packaging, or individual packaging in accordance with the feeding schedule to be specified in the Task Order.





NOTICE TO OFFERORS:



This BPA is set aside 100% for small business.

Please note that a BPA is not a contract. A BPA is an agreement intended to support a streamlined method for acquiring products or services on an as- needed basis from qualified sources. The intent is to eliminate the need for repetitive costly re-procurements. All funded requirements issued under the terms and conditions of a BPA are called “Orders”. The establishment of a BPA does not guarantee orders will be made. There is no minimum guaranteed quantity. The Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice. The Government may request a site visit with any offeror to establish acceptability. A minimum of one annual review of all BPA holders will occur, in order to ensure standards are met.



Each BPA will be valid for five years or a maximum value of $999,000.00, whichever comes first. A single BPA order will not exceed $250,000. Additionally, either party has the choice to terminate or re-negotiate an agreement provided a 30-day notification is given.



In accordance with FAR 52.212-1(g) which is incorporated by reference, the Government intends to evaluate capabilities statements and issue a BPA without discussions with offerors. Please review FAR 52.212-1 in its entirety.



Offerors must have a current registration in the System for Award Management (SAM) at https://www.sam.gov as of the date of award determination to be eligible for award. Offeror shall ensure all representations and certifications are current in SAM as a condition of award.





SUBMISSION OF CAPABILITY STATEMENTS



Capability statements should include the following at a minimum.




  • Copy of a current and valid Health Inspection Certification for the county that the food will be prepared in. This includes any subcontractors. The Health Inspection Certification shall be for the location the meals will be cooked/prepared.

  • Current Menu with base pricing

  • Completed Vendor Information Worksheet (Exhibit 2)

Agreements will be made as capability statements are received. Please do not wait until the closing date on this notice to submit your capability statement.





EVALUATION:



Capability statements will be evaluated for price reasonableness compared to the Government’s anticipated pricing based on the price per meal to include reasonable administrative fees (i.e. delivery fee, labor, etc.)



The government intends to enter into an agreement with responsible companies that have the capability to successfully perform at a fair and reasonable price.



Capability statements will be evaluated, and one or more priced BPAs established with vendors offering the most reasonable prices, discounts, and terms.



Unsatisfactory action in FAPIIS, SPRS or negative past performance in the last three years may render you unacceptable.





INDIVIDUAL ORDERS:



The minimum order value under this BPA will be $10,000, with a maximum order value of $250,000. Individual orders will be placed by soliciting quotes verbally or by electronic communication from a minimum of 3 vendors that hold an agreement. Vendors are under no obligation to provide an offer when solicited for individual orders, but pricing can not exceed pricing agreed to in the terms of the current agreement.



RFQ’s under this BPA will use the purchase description, or a variation of it, as seen in Exhibit 3.



Fair and Reasonable Pricing will be evaluated with every order.



Orders will result in a Firm Fixed Price contract.
