Description: This is a non-personal services contract to provide Refuse Removal Services at Mark Twain Lake, located in Ralls and Monroe Counties in Missouri.



Contract Line Items: This requirement and associated contract line-item numbers (CLINs) is provided in attachment named A02_Bidsheet.



Basis for award: The Government will award a contract resulting from this solicitation on the basis of the lowest evaluated price of (technically acceptable) responsible offers whose service meets the requirements as listed in the performance work statement, and bid schedule.



The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest.



Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if later the Contracting Officer determines to be necessary. The Government may reject any and all offers if such is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in received offers.



Period of Performance:



The period of performance shall be for one (1) Base Year of 12 months and four (4) one-year options with an additional 6 (six) month option at the end of the contract. Performance shall take place at: The work to be performed under this contract will be performed at Mark Twain Lake, MO.



Site Visit: A site visit will be held on Thursday, February 16th, 2023, at 9:00 AM (CST) at the Mark Twain Lake Project Office, Conference Room (address below). No registration is necessary, but you may let us know you are going to attend if you choose. Please let Elena.C.Coleman@usace.army.mil know if you choose.

-Past Performance Form



-Completed Reps and Certs Clause 52.212-3 (Located within the Solicitation)



-Please include Cage Code, Offeror Name, and Date of Offer

Q. When is the start of performance date and what documents are being requested to submit?



A. Period of performance begins 1 April 2023. Submit the bid sheet from p.132-136 of the solicitation, past performance form, completed reps and certs clause 52.212-3, and include cage code, offeror name, and date of offer with submission.
