Description

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVE SOLICITATION WILL BE ISSUED.



The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, Firm-Fixed-Price (FFP) order to The Boeing Company (TBC) to procure ECP 6444, ECP 6472, and ECP 6482 A-Kits, to attach, integrate, and utilize the capabilities of the Next Generation Jammer – Mid Band Pod, AN/ALQ-249(v)1, with the EA-18G platform for fleet use. The anticipated period of performance for this effort is forty-eight months from the date of award.



This procurement is being pursued on a sole-source basis under the statutory authority USC 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302 "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements." As the contractor for the EA-18G, TBC has the familiarity with the design, manufacturing knowledge, configuration expertise, integration experience, and the technical data that is essential to support this requirement for additional A-Kits. Therefore, TBC is the only vendor that can provide these supplies within the required timeframe.



This synopsis is for informational purposes only and is not a request for competitive proposals. Responsible sources may submit a Statement of Capability and Qualifications to the Contract Specialist listed demonstrating their ability to perform the Government's requirement and shall provide proof of approved facility and personnel clearances necessary to meet the delivery schedule required within 15 days from the publication date of this announcement. The Government will utilize the capability statements received solely to confirm the sole-source acquisition approach or to reconsider a competitive procurement. A determination not to compete this requirement is solely within the discretion of the United States Government.



There is no commitment by NAVAIR to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
