THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME.



The U.S. Government desires to procure the Refuse and Recoverable Material Services to be performed at Fort Leonard Wood and Lake of the Ozarks Recreation Area (LORA) on an 8 (a) Competitive business set aside basis. The Mission and Installation Contracting Command Center – Fort Leonard Wood, Missouri, is conducting a SOURCES SOUGHT SYNOPSIS (SSS) pursuant to FAR Part 10-Market Research. The purpose of this announcement is to gain knowledge of potential qualified 8(a) business firms. The Government is seeking responses to this sources sought synopsis from all interested SBA Certified 8 (a) small companies capable of providing the required services in accordance with the attached Performance Work Statement (PWS). Interested companies are highly encouraged to identify capabilities in meeting the requirement at fair market prices.



This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The anticipated NAICS code is 562111, Solid Waste Collection which has a small business size standard of $41,500,000.00. The proposed contract will be for six (6) month base period with 4 one-year renewable options, resulting in the maximum contract performance period of four (4) years six (6) months; total fifty-four (54) months.



A continuing need is anticipated for refuse and recoverable material services at Fort Leonard wood and Lake of the Ozark Recreational Area, MO, which is currently being fulfilled through current contract W911S7-18-C-0013. These services include personnel, equipment, supplies, transportation and supervision to perform all operations for the collection and disposal of refuse and recoverable materials generated at Fort Leonard Wood, Missouri and the Lake of the Ozarks Recreation Area (LORA) and to operate the Fort Leonard Wood Recycling Center, Compost/Clean Fill Area, and Brush/Stump Area, recycle used oil and to facilitate e-waste recycling events. Attached is a Draft Performance Work Statement. In response to this sources sought, please provide:




  1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business certifications) and the corresponding NAICS code.

  2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.

  3. Experience: Provide a maximum of 5 Government or commercial contracts/projects similar to the requirement. For each of the contracts/projects submitted, provide the title; location; whether prime or subcontractor work; award and completion dates; contract or subcontract value; type of work; type of contract; a narrative description of the services provided by your firm; and customer information including two points of contact, phone number, and email address.



E-mail file may not be larger than 3 Mega Byte (MB). Elaborate brochures or documentation, detailed art work, or other embellishments are unnecessary and are not desired.
