Description

The Mission & Installation Contracting Command - Fort Leonard Wood, intends to issue a solicitation for a Requirements Contract to acquire the following concrete blocks:

0001- 5 each, Concrete Block, 3' X 3' X 3'

Request 3’x3’x3’ concrete cubes. All vertical and horizontal edges will have no less than 4” and no greater than 6” angle iron approximately ¼” thickness or greater welded together to protect the edges and corners. Must use ½” or greater diameter rebar and this rebar must be placed in the concrete spaced approximately 6” apart in a grid pattern and from top to bottom and no closer than 4” and no further than 5” from any edge. There must be two recessed lifting eyes placed 6” from corners and must be cattycornered from each other to facility easy lifting with a crane. The two recessed lifting eyes must allow/must have room for a 5/8” clevis to be attached to the lifting eyes. See requirements for concrete type, concrete requirements, dunnage and offloading below. The activity expects to purchase between 0 and 5 per year.

0002- 10 each, Concrete Block, 5' X 10' X 6"

Request 5’x10’x6” concrete slabs. All vertical and horizontal edges will have no less than 3” angle iron approximately ¼” or greater thickness welded together to protect all the edges and corners; this will have the effect of covering the edges which will work for the application the slab will be used for. There must be ½” or greater diameter reinforcing rebar no closer than 4” and no further than 5” from any edge. The rebar must be centered in the slab and spaced 10” in a square pattern. Concrete must be flush with the outermost part of the angle iron frame. There must be four (4) recessed lifting eyes set on the flat side of the slab at each corner. These lifting eyes must be at least 4” from and no further than 6” from each corner. The recessed lifting eyes must allow room for a 5/8” clevis to be attached to them. See requirements for concrete type, concrete requirements, dunnage and offloading below. The activity expects to purchase between 0 and 10 per year.

0003- 500 Each Concrete Block, 42”x42”x4”

Request 42”x42”x4” concrete slabs. They must have ½” or greater diameter reinforcing rebar centered at 2” on the slab and no less than 2” or further than 2-1/2” from any edge. The rebar must be spaced 10” apart in a square pattern in each slab. There must be an industry standard approved 5/8” or greater diameter lifting cable centered on one edge and inserted no less than 14” into the concrete and must be attached to at least two separate pieces of rebar. This cable must be centered on one of the

edges and must create a lifting point 10” wide by 10” high outside the concrete creating a U-Shape for lifting purposes. See requirements for concrete type, concrete requirements, dunnage and offloading below. The activity expects to purchase between 0 and 500 per year.

0004- 500 each, Concrete Block, 42”x42”x6”

Request 42”x42”x6” They must have ½” or greater diameter reinforcing rebar centered at 3” on the slab and no less than 2” or further than 2-1/2” from any edge. The rebar must be spaced 10” apart in a square pattern in each slab. There must be an industry standard approved 5/8” or greater diameter lifting cable centered on one edge and inserted no less than 14” into the concrete and must be attached to at least two separate pieces of rebar. This cable must be centered on one of the edges and must create a lifting point 10” wide by 10” high outside the concrete creating a U-Shape for lifting purposes. See requirements for concrete type, concrete requirements, dunnage and offloading below. The activity expects to purchase between 0 and 500 per year.

0005- 100 each Concrete Block, 6' X 10' X 8"

Request 6’x10’x8” concrete slabs. They must have ½” or greater diameter reinforcing rebar centered at 4” on the slab and no less than 2” or further than 2-1/2” from any edge. The rebar must be spaced 10” apart in a square pattern in each slab. See requirements for concrete type, concrete requirements, dunnage and offloading below. The activity expects to purchase between 0 and 100 per year.

0006 – 10 each Concrete Block 5’ X 5’ X 6”

Request 5’x5’x6” concrete slabs. All vertical and horizontal edges will have no less than approximately 3” angle iron approximately ¼” or greater thickness welded together to protect all the edges and corners; this will have the effect of covering the edges which will work for training application. They must have ½” or greater diameter reinforcing rebar centered at 3” on the slab and no less than 2” or further than 2-1/2” from any edge. The rebar must be spaced 10” apart in a square pattern in each slab. Concrete shall be flush with the outermost part of the angle iron frame. There must be four (4) recessed lifting eyes set on the flat side of the slab at each corner. These lifting eyes must be at least 4” from and no further than 6” from each corner. The recessed lifting

eyes must allow room for a 5/8” clevis to be attached to them. The activity expects to purchase between 0 and 10 per year.

0007 – 10 each Concrete Block 2’ X 2’ X 4’ High

Request 2’x2’x4’ high concrete blocks. Must use ½” or greater diameter rebar and this rebar must be placed in the concrete spaced approximately 6” apart in a grid pattern and from top to bottom and no closer than 2” and no further than 2-1/2” from the edge. There must be two recessed lifting eyes on top of the 4’ high block and placed 6” from corners and must be cattycornered from each other to facility easy lifting with a crane. The two recessed lifting eyes must allow/must have room for a 5/8” clevis to be attached to the lifting eyes. See requirements for concrete type, concrete requirements, dunnage and offloading below. The activity expects to purchase between 0 and 10 per year.

0008 – 10 each

Request 36” in diameter reinforced concrete culverts. These culverts must be 5’ in length. Each culvert pipe must come with an undamaged spigot and bell end. See requirements for dunnage and offloading below. The activity expects to purchase between 0 and 10 per year.

0009 – 10 each

Request 36” X 36” reinforced concrete box culverts. These box culverts must be 5’ in length. Each box culvert must come with an undamaged spigot and tongue end. See requirements for dunnage and offloading below. The activity expects to purchase between 0 and 10 per year.

0010 – 800 each

Request a standard 8”x8”x16” cinder block wall that is 83”L x 51” H x 8” W. Cinder Blocks will be concreted together using 1/2” mortar gaps. All blocks in red will be reinforced with concrete and rebar. The grey blocks are designed to be removable and

not to be reinforced for easy removal during training. All vertical and horizontal edges will have no less than approximately 3” angle iron approximately ¼” or greater in thickness welded together to protect all the edges and corners; this will have the effect of covering the edges which will work for training application; between the two angle irons there must be a minimum of two pieces of steel welding the two angle irons together on each side of the wall. There must be two (2) lifting eyes set on the top of the cinder block wall for lifting purposes. These lifting eyes must be at least 4” from and no further than 6” from each corner. The activity expects to purchase between 0 and 800 per year.

DUNNAGE REQUIREMENTS

Blocks must include industry standard separating timbers, dunnage, pallets, etc. of least 5 ½” tall to allow for forklift tongues to get between the blocks and trailer. Materials must withstand the elements and will be supplied by vendor to remain onsite until completion or no longer needed by activity for future deliveries. The activity will maintain the dunnage and notify the vendor when he or she can come and pick this undamaged dunnage for use in the future. The requiring activity will dispose of any damaged dunnage on site unless directed otherwise by the contractor.

NOTE: for line items 0002 and 0005 there must be dunnage between each slab.

CONCRETE REQUIREMENTS

All concrete used to build these blocks and slabs must be 4,000psi or greater. All slabs and blocks will remain with the vendor for no less than 30 days after pour to give the concrete a chance to cure before delivery and…before any delivery off a delivery order the contractor will provide the requirement activity with a 28-day break test (per delivery order) so the activity knows the concrete is ready for delivery and use. If the activity is satisfied with the break test, they will notify the contractor to begin delivery to the site.

OFFLOADING

The requirement activity will provide a means to offload at the training site. Ask that the contract to provide delivery dates at least 2 days in advance so the activity can have equipment and manpower available for this action.

The North American Industry Classification System (NAICS) code for this acquisition is 327310 with a small business size standard of 500 employees. The Federal Supply Code (FSC) is 5620. The place of contract delivery is on-site, Government’s location. This will be a Small Business set-aside. The resulting contract will be a firm fixed price requirements contract. The Contractor shall deliver quantities to Fort Leonard Wood in response to delivery orders. A Request for Quotes (RFQ) will be posted under Solicitation Number W911S7-23-Q-0004 on or after 26 January 2023.
