This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



This is a total small business set-aside. The North American Industry Classification System (NAICS) Code for this requirement is 722310--Food Service Contractors with a size standard of $41,500,000, and Product Service Code S203. This document incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 2023-01, effective 30 December 2022. This is a Request for Proposal (RFP) for a full turnkey solution for Food Service Operations at Camp Crowder, MO during the period of 01-24 June 2023. Please see the attached B8 - Performance Work Statement (PWS) for the requirement details. The Government intends to award one Firm-Fixed Price Contract.



DESCRIPTION OF REQUIREMENTS: This is a non-personal services contract to provide food service (Breakfast and Dinner) for the Missouri Army National Guard Soldiers who will be conducting Annual Training at Camp Crowder, MO during 01-24 June 2023. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.



The Contractor shall provide all personnel, equipment, tools, materials, supplies, transportation, supervision, quality control, and other items necessary to perform Full Food Service Operations as defined in the Performance Work Statement, except as specified in Part 3 of the PWS as Government Furnished Property, Material, Equipment, and Services. The contractor shall perform to the standards in this contract.



The contracted service is to provide the groceries/subsistence and the full food service operations for a projected headcount peak of 1,053 Soldiers and projected headcount low of 162 Soldiers. See the Projected Daily Headcounts table on pages 3-4 in the attached Combined Synopsis Solicitation and pages 2-3 of the attached PWS document. The required full food service operations at Camp Crowder, MO includes, but is not limited to, planning menus, ordering and storing food, cooking and serving the meals, and utilizing and cleaning the government kitchen and dining facility. See the attached PWS for the detailed description of services required. The total estimated number of Breakfast meals is 14,863 and the estimated number of Dinner meals is 14,964.



CONTRACT TYPE: This solicitation is a request for Proposal (RFP) that will result in the award of a firm fixed priced (FFP) contract solicited under FAR Part 13.5 "Simplified Procedures for Certain Commercial Products and Commercial Services."



CONTRACT PERIOD OF PERFORMANCE: The period of performance for this requirement is 01-24 June 2023. The first meal will be Dinner on 01 June 2023 and the last meal will be Breakfast on 24 June 2023.



PLACE OF PERFORMANCE: The work to be performed under this contract will be performed at Camp Crowder, 799 National Guard Drive, Building 751, Neosho, MO 64850. The contracted services shall be performed at the place of performance as indicated.



Evaluation Criteria: This procurement will be conducted pursuant to the Randolph-Sheppard Act (R-SA), 20 U.S.C. 107 § Operation of Vending Facilities and 34 CFR § 395.33 Operation of Cafeterias by Blind which establishes priority for blind persons recognized and represented by the State Licensing Agency (SLA), in the award of contracts for the operation of cafeterias on federal facilities. Accordingly, although the solicitation is set-aside 100% for small business, the State Licensing Agency will also be permitted to submit a proposal in accordance with 34 CFR § 395.33(b). If the priority/award is not given/made to the SLA, or no SLA vendors submitted a proposal in response to this RFP, the Government will award a contract resulting from this combined synopsis/solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, utilizing trade-off to determine best value. To arrive at a Best Value decision, the following factors will be used to evaluate offers: Technical, Past Performance, and Price.

Contractor Responses: Provide three separate proposal files, one for Price and one for Technical and Past Performance and one for Offeror Representation and Certifications. Technical proposals must clearly demonstrate your understanding of the performance requirements as they are stated in the PWS. Price proposals must be broken out per Contract Line Item Number (CLIN) as shown in the Schedule on page 3 of the attached Combined Synopsis Solicitation document.

Questions are due at 9:00 AM Central time (CDT) on Monday, March 27, 2023.



Proposals are due at 3:00 PM Central time (CDT) on Thursday, April 06, 2023.

Notice of Site Visit: A site visit will be conducted on 21 March 2023 at 10:00 AM CDT to provide contractors the opportunity to view the kitchen and dining facility and to answer questions regarding this solicitation. This visit will be held at Camp Crowder, 799 National Guard Drive, Building 751, Neosho, MO 64850. Interested contractors are invited to attend.
