Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106(b)(1), with Ewing International Corp located in Buffalo, NY, a purchase order for 5 of the Steel bases Wind Tower Bases for the Logistics Support Center in Silver Spring, MD.



Sole Source Justification:

This acquisition is proposed to be sole sourced to Ewing International as the only known qualified source of this assembly. Logistics replacement parts for ASOS are required to be form, fit, and functionally identical to the parts currently deployed on fielded systems. As this acquisition supports replacement of wind tower bases at fielded ASOS sites, they are required to be

identical to the equipment currently fielded. No substitution is acceptable. The National Weather Service does not own the design package for wind tower base assemblies, and they are considered proprietary to Ewing International.



Because of the proprietary nature of this product, market research was deemed to not be applicable. The purpose of this acquisition is to obtain spare wind tower bases for ASOS. The base is a component of the wind tower system. All spares for this System

are required to be identical to the item which was provided with the original equipment. It is not possible to substitute for this item; any logistical spares must be form, fit, and function identical to the original equipment item. Ewing International is the original

supplier of tower bases for the ASOS system and is the owner of the design. For this reason, only Ewing International Part Number 90011-10B is considered acceptable.





This special notice is not a request for competitive offerors and no solicitation package is available. However, firms that believe they can provide this supply may submit substantiating documentation in writing within fifteen business days of this notice. Responses can be sent via e-mail to tyran.claypool@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to Ewing International.



DOC, Eastern Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. Contractors active in SAM have a unique entity identifier (UEI) that is used to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov).
