The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract for PACE Infrared Workstations for the National Reconditioning Center in Grandview, MO. The Government intends to make an award to the responsive responsible quoter providing the best value in accordance with FAR 13.106-2(B)(3). This is a brand name requirement.
Brand Name Justification:
This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The SMT rework station must accommodate PCB's ranging from 65mm (2.5") x 65mm (2.5") to 610mm (24") x 610mm (24") to cover all PCBs repaired at the NRC. Additionally the SMT rework station must utilize an inferred heating system that is highly adjustable and controlled by a non-contact, real-time, closed-loop IR Pyrometer. Using another source of heat for the rework station will damage obsolete PCBs utilized in the NEXRAD weather RADAR program. By damaging these obsolete PCBs the Government would risk not having the replacement parts required to keep the WSR-88D NEXRAD weather RADARs_operational. By not having the NEXRAD weather RADARs operational· 24/7 an imminent risk for-1oss of life or property is posed to the general public.
