This is a Sources Sought Notice. This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Notice is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify interested Contractors within the District area for the Scope of Work listed below. The following are general capabilities required to perform the Scope of Work according to USACE standards. The Contractor must be capable to perform the Scope of Work listed below.



This announcement consists of construction management SOW’s.



Statement of Work:




  1. Construction management services for this contract will be performed primarily within the limits of the U.S. Army Engineer District, St. Louis and as directed by the Contracting Officer (KO) and in coordination with the Contracting Officer’s Representative (COR). As a regional contract, work may be in areas assigned to other USACE Districts. However, work will primarily be located within the boundaries of the St. Louis District.



The Contractor shall perform a broad range of construction management, quality assurance activities, and related services to satisfy fluctuating needs and conditions in accordance with plans developed by the Government, and other Government policy and regulations. The purpose of these activities is to manage the construction contracts and assure that construction of projects is in accordance with construction contract plans and specifications. Quality assurance activities to be performed shall include, but not be limited to: coordinating, reading plans and specifications, monitoring, documenting, and reporting on construction contractor quality control activities and construction safety, progress, and testing in accordance with all applicable USACE processes and ASTM standards. Construction management services including tracking and management of project funds, submittal tracking and coordination, coordination with field personnel and other district elements concerning construction activities, modification and claim activities, and plan and specification review shall be required for the construction/repair of levees, revetments and various structures, lock and dam rehabilitation, dredging, the repair and/or maintenance of various structures, drainage structures and channels, debris removal, and other emergency services, but shall not be limited to the above.



The QA Contractor will provide QA support, oversight of environmental and construction services to the MVS Project Offices in St. Louis District. Any labor categories referenced throughout the scope of work are representative of historically utilized categories. The contractor should have knowledge and experience in environmental laws, regulations, and technical competence. The QA requires 100% inspection to manage environmental contracts. The environmental, and construction services support includes providing Civil Engineering Technicians and office engineer personnel to perform oversight of EPA environmental projects assigned to the St. Louis District. The QA Contractor shall observe all Federal Government Holidays. The contract period is one base year and four option years. This includes but is not limited to providing the following services:



Construction and Environmental Management Services




  • Reviewing plans such as health and safety plans, quality control plans, environmental protection plans, radiation safety plans, and material handling plans for completeness and accuracy.

  • Reviewing technical documents, remedial work plans/designs, pre-design investigations, technical analysis, and submittals for completeness, technical adequacy, and compliance with contract requirements and applicable statutes and regulations.

  • Reviewing contractor prepared Daily Quality Control Reports and supporting paperwork to unsure completeness and accuracy.

  • Perform audits on contractor and government records management systems.

  • Observing and inspecting field construction to include verifying the work is in conformance with the contract requirements and identifying and correcting health and safety hazards.

  • Participating in quality assurance inspections, surveillances, and audits of selected construction contracts to become familiar with all phases of contractor quality control system.

  • Furnish daily quality assurance inspection reports and safety inspections.

  • Inspection of railcars and review shipping/transportation documents and hazard waste manifests in accordance with all federal and state regulations.

  • Maintain Government correspondence and information database.

  • Travel to St. Louis District sites for quality assurance inspection and construction safety inspections.



Contractor Capability, Personnel and Technical Expertise



The QA contractor for this work shall demonstrate the capability to perform quality assurance, radiological, environmental and construction management on contaminated sites. General employment and/or employment agencies will not be considered. The qualification of the personnel should be as follow:



Quality Assurance Representative – The Quality Assurance Representative will perform the quality assurance and construction management duties. The Quality Assurance Representative shall have experience with environmental support. The Quality Assurance Representative are required to have initial 40 hours of OSHA HAZWOPER training followed by an annual 8 hour refresher, defensive driving training, familiar with OSHA and EM-385 safety manuals, USACE CQCM certification and shall be part of a medical surveillance program. The medical surveillance program shall be consistent with the requirements in 29 Code of Federal Regulations (CFR) 1910.120 (f) and consist of a baseline exam followed by annual exams and an exit exam upon completion of employment. Additional site-specific training will be provided to personnel at the time of mobilization. Typical work week is 40 hours, Monday through Friday.



All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the Contracting Officer’s Representative (COR) or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training by all employees and subcontractor personnel. ANTICIPATED SOLICITATION RELEASE DATE: Any solicitation for the nature of work described in this sources sought is subject to the availability of funds. Should funding become available the Government will use responses to this notice as Market Research to develop an acquisition strategy. Any solicitation(s) for this type of work will be made public as required by the Federal Acquisition Regulation at the Government Point of Entry ( www.sam.gov ).
