INTRODUCTION

The City of Clayton, Missouri, (City) is issuing a Request for Proposals (RFP) from qualified firms to provide Agent of Record for Employee Benefit Broker Services.  The firm awarded the contract shall be responsible for providing Employee Benefit Broker Services for employee benefits including but not limited to dental, vision, long term disability, life insurance and any other ancillary benefits. The City is part of a self-insured medical insurance pool through St. Louis Area Insurance Trust, which is not part of this RFP.

SCOPE OF SERVICES

The City reserves the right to consider each of the following quotes separately.

  1. Employee Benefit Broker Services:

    • Provide expert advice and consultation on the design and selection of employee benefit plans.
    • Negotiate and secure competitive rates for dental, vision, long-term disability, life insurance, and other ancillary benefits.
    • Facilitate the enrollment and administration of employee benefit plans.
    • Monitor and ensure benefit plan compliance with applicable laws and regulations.
    • Conduct a minimum of two (2) annual training sessions for employees, providing detailed explanations of their benefits and offering guidance on maximizing the utilization of available benefits.

  2. Benefits Administration Software:
  • Evaluate, recommend, and implement a benefits administration software solution to enhance efficiency in managing employee benefits.
  • Provide ongoing support and training for the selected benefits administration software.
  • Ensure seamless integration with existing HR and payroll systems.

SUBMISSION OF PROPOSAL AND OTHER RELATED INFORMATION

Proposals should be brief and concise (6-10 pages). Responses should be in PDF format and submitted electronically. The deadline for proposal submission is below:

5:00 P.M. on Tuesday, December 19, 2023

A proposal may be withdrawn any time prior to the deadline by written notification.  The proposal may be resubmitted with any modifications, prior to the deadline.
