RE:         2023-027 Notice of Intent to Issue RFP

he City of Lee’s Summit, Missouri, is preparing to issue a request for proposals (RFP) for an enterprise resource planning (ERP) solution in early July. Approximately four (4) weeks later a pre-proposal conference will be conducted to answer questions and provide clarifications.  Proposals will be due approximately two (2) weeks later.

The purpose of this notice is to inform firms of the upcoming opportunity and organize their resources to review the RFP and prepare a complete competitive response. This is not an invitation to start asking questions of City staff; there will be a process to ask questions and receive responses once the RFP is posted.

he RFP will be posted and responses received using Public Purchase ( www.publicpurchase.com ).  There is no cost to register and participate.  Create an account and follow the agency, City of Lee’s Summit, Missouri, to receive notifications.  If registering and selecting commodity codes, be sure to select the following: 208-10, 208-51, 208-71, 209-11, 209-52, and 209-72.  Vendors registered on Public Purchase receive direct notifications of Q&A submitted online and other communications that may be sent out by the City via Public Purchase.

The plan is to evaluate submitted proposals and select firms to perform demonstrations for the core and key users of the ERP system. Based on the information gathered in the demonstrations, finalists will be invited on-site for interviews, further demonstrations and in-depth review by City staff.  The intent is to select a solution and complete negotiations before the end of the calendar year.

The City is looking for an ERP solution that may include, but not limited to, the following modules: General Ledger and reporting, Payroll, Procurement, Accounts Payable, Fixed Asset Management, Accounts Receivable, Cash Receipts, Budget, Human Resources - Employee Management, Employee Self-Service, Learning and Performance Management, Risk Management, Benefits Management, Employee Time and Attendance, Scheduling, and Compensation Management.

There are existing software systems in place that the selected ERP solution will need to integrate. These will be identified in detail in the RFP.
