Submission of Qualifications
Responses to this request for qualifications will be received by the Curators of the University of Missouri, Owner, via email to Blake Sutter ( pbsy9f@umsl.edu ) Assistant Director - Planning, Design and Construction, Campus Facilities Management, University of Missouri-St. Louis by 3:00pm, Friday, May 24th, 2023. Immediately following the closing time for receipt of qualifications each respondent will be notified that their submission has been received via email. No other information will be provided at that time. The University reserves the right to waive informalities in bids and to reject any/all responses to this request for qualifications and advertise the project publicly.
Rationale for Pre- qualification
The University of Missouri – St. Louis has determined general contractor pre-qualification is necessary due to the complex nature of the renovation work being performed and the construction phasing entailed. This project will require a general contractor with a proven track
record of successfully completing phased renovations of occupied higher education/institutional buildings with similar of comparable complexities. This project must be completed within a critical timeframe in order to meet the Owner’s schedule commitments.
Project Descriptions
TJ and Mercantile Library Renovation
This project will renovate UMSL’s Thomas Jefferson and Mercantile Libraries. Renovation of the Thomas Jefferson Library will include a new entrance into the quad, which will support the north campus consolidation growth and extensive renovations of common student areas. The project includes renovating level 3, renovating level 5 for staff offices, and creating a new art gallery on level 2. This project will also include relocation of the existing cafe area to the north side of the building, closer to the quad area for easier student access. Additionally, the project consolidates the computer labs on north campus, and provides a new classroom with associated modern technology. Infrastructure enhancements include updated HVAC and updated security system.
Richter Family Welcome & Alumni Center
This project will renovate underutilized space in UMSL’s JC Penney South Building and provide a new façade to the existing building. The project scope will range from complete demolition of existing auditorium, constructing a building addition in that footprint, renovating the interior of JCP South, and various site improvements to the surrounding plaza. The renovation will update mechanical, electrical and plumbing systems as needed and provide updated technology to the facility. New office suites will be built to support campus Admissions, Alumni Activities, and New Student Programs groups.

The anticipated schedules provided above are subject to change but are provided to give a general overview of how the projects are expected to proceed. Both projects are currently in the construction document phase and it is the University’s intent to engage 3-6 prequalified general contractors. The UMSL libraries are likely to be occupied during construction so construction will be phase. The JC Penney North Building will also be occupied so construction will need to be performed in a way that minimizes disruptions. Only bids from prequalified general contractors will be accepted.
Supplier Diversity participation goals will be: 25% MBE, 10% WBE, Veteran, DBE and 3% SDVE.
UMSL has prioritized partnering with suppliers located near its physical campus in what we call the UMSL Anchor Mission Footprint. UMSL Anchor Mission Footprint is defined as a region around UMSL’s campus of twenty-two zip codes (63101, 63102, 63103, 63104, 63106, 63107,

Qualification Process
Qualifications of respondents to this RFQ will be evaluated based upon the financial responsibility, safety record, ability to adhere to schedules, past experience the firm and the firm’s proposed project team has had with projects of similar size and scope, construction type, schedule and other information included in the qualification packet. The Owner will assign an evaluation team comprised of representatives from the design team and the Owner’s staff to evaluate and score the respondents qualifications material. A point total of 1,000 points has been assigned to the qualification criteria enclosed herein. All general contractors scoring a minimum of 800 points will be prequalified based on the weighted criteria. The University will notify all respondents after their qualifications have been reviewed and scored.
The weighting of the points for the qualifications packet will be as follows:
TAB 1 - 150 points / Organizational Background
TAB 2 - 250 points / Project Team Resumes
TAB 3 - 100 points / Annual Work Volume
TAB 4 - 150 points / Operational Methods
TAB 5 - 250 points / Relevant Experience
TAB 6 - 100 points / Financial Statement
Irrespective of any point total, mandatory requirements for pre-qualification include:
- Successful completion of project(s) similar in value and scope by both the firm and the firm’s proposed team.
- Experience modification rate of less than 1.0.
- No work-related fatalities in the last three years.
Firms not meeting these mandatory requirements will not be prequalified.
The Owner reserves the right to seek clarifications and to interview the contractor’s proposed project team.

TAB 1 - ORGANIZATIONAL BACKGROUND
The contractor shall furnish a brief history of how the company was started and developed, when the company was started and a list of the primary officers who are involved within the company and how the company is organized.
The contractor will be required to have qualified key personnel in the office and at the construction site who have served in similar project team roles and previous experience with projects of a similar scope and complexity. The contractor shall include an organizational chart showing all persons who will be involved with this project and their roles and responsibilities. Include a short narrative for each individual detailing their past experience in a similar role that qualifies them for this project. Include a bar chart illustrating the timing, duration and percent FTE of each individual.
TAB 2 - PROJECT TEAM RESUMES
The contractor shall furnish a resume for all staff listed on the organizational chart under TAB 1 listing: name, experience, time with the company and experience with projects of similar scope and complexity. Resumes submitted in this qualification shall be for the actual individuals that will directly supervise the work of this projects.

TAB 4 – OPERATIONAL METHODS
List and describe the following:
- Work performed by the contractor’s own workforce.
- Does the contractor have the ability to perform 3D coordination of MEP systems? Is this performed in-house or subcontracted?
- What is the contractor’s E.M.R. Factor (Employee Safety Modification Factor)?
- What are the contractor’s Performance, Labor and Material Bond Rate?
- Based on the contractor’s current and projected backlog, how many tradesmen will be available as necessary to achieve the schedule requirements? List by trade and classifications.
- Describe the company’s safety program. If written program, provide a copy of the table of contents from the manual.
- Describe the company’s quality assurance program. If written program, provide a copy of the table of contents from the manual.
- Provide a narrative of the scheduling programs and strategies to be utilized to maintain each phase of the project schedule including how weather will be managed, also include efforts for management of critical submittals and closeout efforts.
TAB 5 – RELEVANT EXPERIENCE
Provide a list of past and present projects of a similar scope and complexity as this project with emphasis on phased renovations of occupied /higher education/institutional buildings. Include the location, description of the work scope, date started, contract completion date, actual completion date, contract amount, change order rate by percentage of the original contract amount and square footage of the facility. Provide references with the contact information for each project listed. Do not include projects on this list that are not similar in scope and complexity to this project.
Provide a list of major projects your organization has completed in the past five years, listing the name of each project, owner, architect, and contract amount, date of completions and percentages of the cost of the work performed with your own forces.
