PROPOSAL AND PRICING/BID BOND SUBMISSION:

Proposals may be submitted in a sealed envelope at the purchasing office or uploaded electronically on the City’s E-bidding website. Exhibits H and I shall be submitted in a separately sealed envelope and submitted to the Purchasing Agent at the time of interview. Only finalists selected for interview as described herein, shall submit Exhibits H and I. No fax or e-mail proposals and pricing/bid bond will be accepted. Sealed proposals must be delivered to the Finance Department, Purchasing Division, 701 E. Broadway, 5 ^th Floor, Columbia, MO 65201 by the closing date and time. Proposals received after the appointed time will be determined non-responsive and will not be opened. The proposal responses shall be submitted in a separately sealed envelope. The sealed envelope containing the proposal shall be marked in bold letters “RFP 157/2023 – Design and Construction: Renovations to Ashley Street Center.” The sealed envelope containing Exhibits H and I shall be marked in bold letters “RFP 157/2023 – Design and Construction: Renovations to Ashley Street Center- Exhibits H and I.”

QUESTIONS/CLARIFICATIONS OF THE REQUEST FOR PROPOSAL:

All questions concerning the solicitation and specifications shall be submitted in writing via e-mail.

Any oral responses to any question shall be unofficial and not binding on the City of Columbia. An Addendum to this RFP providing the City of Columbia’s official response will be issued if necessary to all known prospective Offerors. Questions must be submitted no later than 5:00 p.m. on November 29, 2023.

PRE-PROPOSAL CONFERENCE TOUR:

The City will host a pre-proposal conference tour on Monday, November 20, 2023 at 10:00 AM CST. The conference/tour will be held at the Ashley Street Center at 1509 Ashley St., Columbia, MO. Please contact Cale Turner at cale.turner@como.gov if you have any questions or need special accommodation.

This shall be the only time available for tour of project site.
