Request for Qualifications for a Stormwater Masterplan

Section 1: The City of Wildwood, Missouri is seeking the services of a qualified engineer(s) or firm with specific and substantial knowledge in the development of a Watershed Management Master Plan, along with a broad understanding of site-sensitive planning and modeling for it to assist a group of volunteers and appointed and elected officials that are considering the needed steps to repair, reestablish, mitigate, and/or improve certain existing conditions of each of the City’s identified watersheds that are considered in distress, while creating programs and policies to eliminate those conditions causing the current circumstances with erosion, flooding, and habitat loss.

Section 2: As directed by the City, and its Watershed Erosion Task Force (WETF), undertake and complete all the necessary steps to formulate the plan utilizing as the template the technical standards and the guidelines, along with pertinent sources of information, recommended by the U.S. Environmental Protection Agency (EPA) for this type of planning and technical document. Study areas will include, but are not limited to, the following items:

  1. Identify key partners in the watershed planning process.
  2. Define scope of watershed planning effort and set goals.
  3. Select key indicators to measure environmental conditions.
  4. Assess and investigate the past and current studies undertaken in any of the City’s nine (9) watersheds, inclusive of the United States Geological Survey’s (USGS) work in the middle to upper reaches of the Caulks Creek Watershed and Dr. David Hammer’s numerous reports in this regard, as well as the City’s Master Plan and suite of land use codes.
  5. Identify concerns, problem areas, or data gaps that exist based upon this investigation.
  6. Identify key threats to the nine (9) watersheds.
  7. Develop the watershed plan in accordance with the EPA Nine Element Watershed Management Plan.
  8. Develop a public engagement strategy that includes the work already undertaken by the Watershed Erosion Task Force (WETF).
  9. Develop a project prioritization system for current and future stormwater project inquiries.
  10. Integrate green infrastructure into project-based solutions for stormwater challenges.
  11. Integrate climate change resiliency into project-based solutions.
  12. Review and evaluate local stormwater requirements, codes, and regulations.
  13. Any other items that may identified in negotiations relative to scope.

The outcome of addressing these items will be the basis of the plan for application by City leaders and residents to improve the condition and health of the watersheds that define this community.
