REQUEST FOR QUALIFICATIONS (RFQ)

The City of Wildwood, Missouri, is seeking the services of a qualified architectural/engineering firm to provide bid-ready plans and specifications for the reassembly of a one hundred seventy (170) year old log cabin. The cabin was disassembled in a theft but has been studied by an architectural firm that has numbered the remaining logs and created a map for its reassembly. Given the circumstances of the cabin’s removal, the foundation, windows/doors, and roofing system were not salvaged, which means these construction items are new builds. However, the City has extensive photographic record of the building, before it was disassembled and removed, to assist in this regard.

Required Tasks >>> As directed by the City, carry out all activities required to complete the desired specifications and plan documents to be used for bidding purposes for the appropriate contracting community for this type of project. The firm will be provided all pertinent information on file with the City relative to the cabin and its components, while also identifying the location that has been selected for its reassembly. Key tasks would include, but are not limited to, the following:

  1. Review all pertinent historical information on file with the City or other sources to determine key construction characteristics of the cabin for it to be reassembled. This information will include previous architectural analysis by a professional architectural firm and all photographs available in this regard.
  2. Provide a bid specifications and plan documents to the City of Wildwood indicating the reassembly of the cabin. These specifications and documents should also include the input (signed and sealed plans and/or documentation) from a civil engineer and structural engineer for the purposes of it being reassembled.
  3. Develop and submit a cost estimate, along with the bid specifications and plans for the cabin’s assembly, for the City’s use.
  4. Amend or modify bid specifications or plan documents based upon reviews by the City of Wildwood and any of its partners in this project.
  5. Submit and final and complete set of bid specifications and plan documents to the City of Wildwood.
  6. Review, evaluate, and provide comment on bids, once project is advertised, and when bids are submitted to the City, while responding to any questions or clarifications from the appropriate contracting community upon these specifications and plan documents provided to the City by the selected firm.
  7. Participate in the selection of a contractor for the project by offering a professional opinion on the best bid.

Requirements of the Desired Firm >>> The desired firm shall have previous and recent experience relative to historic architecture and complex building issues associated with the same, and the ability to meet deadlines set by the client while maintaining required budgetary considerations, as agreed upon at the inception of project. Any certifications or licenses that are required for this type of work shall be provided to the City of Wildwood, prior to the selection of a firm for this project.

Instructions for Preparing Responses to Request for Proposals >>> General Provisions - Any contract awarded because of this Request for Proposals (RFP) will be awarded without discrimination on race, color, religion, age, sex, sexual orientation, or national origin. Prospective contractors shall assure the City that they will comply with the Americans with Disabilities Act (ADA) of 1990, which prohibits discrimination on the basis of disability, as well as all applicable regulations and guidelines pursuant to the ADA (42 U.S.C. 12101 et seq.). The City is an equal opportunity employer.

Submission of Proposals - Provide one (1) copy suitable for photocopying of the proposal. The proposal should contain the following information:

  1. A one (1) page letter of interest that includes a synopsis of qualifications of the company and the primary contact.
  2. An estimate of hours to complete required tasks identified herein, along with associated costs.
  3. Descriptions of three (3) projects performed by the firm within the last two (2) years. Provide name of client (include contact information), description of services provided, key personnel, year the project was completed, and estimated cost.
  4. Any other pertinent information regarding the firm that would assist in the City’s understanding of its qualifications and skills for this project.

Selection Process and Criteria >> The Historic Preservation Commission, with advice from the City Administrator and the Directors of Planning and Public Works, will evaluate all responses to this Request for Qualifications (RFQ). From this review, a firm considered qualified for this type of work/project will be selected.

The City may contact any or all respondents to clarify submitted information. Firms will be notified in writing whether or not they have been selected for this project.

Upon identification of a project, the City will contact the firm. The basis for evaluating firms will include the following: (1.) the ability to undertake projects, references, demonstrated experience, and overall competence in services to be provided by the firm; (2.) experience of key personnel; staffing capability; workload and record meeting deadlines; the nature, quality, and relevance of recently completed projects of a like type; and (3.) the willingness to meet all City, County, and State requirements for this type of work.

Important Considerations >>> The City reserves the right, at its sole discretion, to act on the following: (1.) reject any or all submittals when, in its opinion, it is determined to be in the public interest to do so; (2.) waive minor informalities of the submittal process; (3.) cancel, revise, or extend solicitation; (4.) request additional information, which the City deems necessary; and (5.) extract, combine, and delete elements of individual submittals of proposals and to negotiate jointly or separately with individual firms with respect to any or all elements of the request.

The Request for Qualifications (RFQ) does not oblige the City to pay any costs incurred by any respondent in the submission of statements of proposals or in making necessary studies or design for the preparation thereof, or for procuring or contracting for the services to be furnished under this Request for Qualifications (RFQ). The City will give preference to local firms when all other considerations are equal.
